Prohibits the manufacture, sale, or offering for sale in Virginia of cosmetic products containing 12 categories of intentionally added toxic ingredients, including dibutyl phthalate, formaldehyde, mercury, certain parabens, phenylenediamines, and specific PFAS compounds.

Establishes civil penalties of $5,000 for violations plus an additional $1,000 for each day the violation continues, with proceeds deposited into the Literary Fund.

Adds violations of the new toxin-free cosmetics provisions to Virginia's list of prohibited consumer practices under the Consumer Protection Act (§ 59.1-200).

Creates Article 2 ("Toxin-Free Cosmetics") within the existing Humane Cosmetics Act (Chapter 52 of Title 59.1), expanding the chapter's scope beyond animal testing restrictions.

Defines "ingredient" to exclude incidental ingredients as described in federal regulations (21 C.F.R. § 701.3(l)), focusing the ban on intentionally added substances.
