Expands authority to adopt affordable housing dwelling unit zoning ordinances from a limited list of specific counties and cities to all localities in Virginia

Authorizes ten specific implementation tools including lot size reductions, contributions to local housing trust funds, accessory dwelling units, allowing duplexes/triplexes/quadruplexes in single-family areas, and converting commercial/office space to multifamily housing

Requires localities adopting such ordinances on or after July 1, 2027, to create an advisory committee with input from residents, developers, housing advocates, and other stakeholders to assess incentive effectiveness and feasibility

Adds language requiring programs to help ensure housing needs for older residents to live independently are accommodated

Provisions take effect July 1, 2027, and do not apply to local ordinances adopted before January 1, 2026
