Requires all Virginia state agencies to implement purchase programs for local farm or food products with a goal of 20 percent of food purchases being local by 2035

Sets a 10 percent local food purchasing goal by 2035 for public bodies partially or wholly funded by the Commonwealth with food contracts exceeding $25,000 per year

Defines "local farm or food products" as items grown in Virginia or processed and packaged in Virginia using at least one Virginia-grown ingredient

Allows bidders offering local farm or food products to receive preference even if their bid is up to 10 percent higher than non-local bids

Mandates state agencies report annually to the General Assembly, Department of Agriculture and Consumer Services, and Department of Education on local food purchasing percentages, beginning December 1, 2026
