Establishes new Chapter 60 in Title 59.1 to regulate kratom products, defining kratom as any part of the Mitragyna speciosa plant leaf containing mitragynine or 7-hydroxymitragynine alkaloids, or synthetic materials containing these alkaloids.

Prohibits selling kratom products to persons under 21 years of age, with mandatory age verification required before any sale, and prohibits retail display that allows access by minors.

Bans adulterated kratom products (containing fentanyl, controlled substances, or synthesized/semi-synthesized alkaloids) and products with 7-hydroxymitragynine levels exceeding 2% of the alkaloid composition.

Requires detailed labeling on all kratom products including manufacturer information, full ingredient list, health warnings (habit-forming potential, drug interactions, not for pregnant/breastfeeding individuals), FDA disclaimer, and serving size information with alkaloid content per serving.

Prohibits kratom products designed to appeal to children (candy-like, shaped as humans/animals/fruit) and products intended for smoking or vaporization, with violations subject to the Virginia Consumer Protection Act.
