Requires Virginia localities to update zoning ordinances to allow temporary wireless support structures (monopoles or portable facilities) used for voice, data, or image transmission without permanent foundations

Exempts temporary structures 80 feet or less in height, on wheels, and erected for less than 30 days from building permit requirements; permits required for taller structures or longer durations

Permits temporary structures for specific purposes including system testing, emergency replacement of damaged facilities, declared emergencies, special events with increased communication needs, or other locally-approved reasons

Allows initial approval for up to 180 days with possible extensions up to a total of two years if requested in writing before expiration and reasonably necessary

Requires removal within 48 hours after the approval period ends at owner's expense; if a locality fails to adopt implementing ordinances, applications are automatically deemed granted with no permits required
