Creates "independent dual enrollment" allowing high school students to take associate degree-level courses directly on community college campuses while earning high school credit.

Mandates that community colleges provide dual enrollment counselors to work in high schools, contingent upon funding, to advise students and families on postsecondary opportunities.

Removes the Online Virginia Network Authority from the College and Career Ready Virginia Program administration while maintaining the Virginia Community College System's role in offering dual enrollment courses.
