Requires the Virginia Department of Social Services to post public notice on its website within 10 days when receiving requests for records or personally identifiable information on 25 or more public assistance or child support applicants/recipients for purposes unrelated to program administration

Public notice must disclose the requestor's identity, stated purpose, type of information requested, date received, which assistance program is involved, and whether the Department intends to comply

Local departments receiving such requests must forward them to the Commissioner to evaluate compliance necessity and determine if public notice is required

Notice requirements apply to requests from federal agencies, other state governments, law enforcement, or other agencies not primarily responsible for providing public assistance in Virginia

The public notice itself cannot contain any personally identifiable information about applicants or recipients, and notice is required regardless of prior consent or previous disclosures to the same entity
