Assessment must examine improving internal and external communication on project and regulatory deadlines to reduce duplicative comments before and after deadlines

Review must evaluate developing a tracking system for applicants to monitor submitted plan status and making staff comments public to enhance transparency and accountability

Secretary must submit review summary and findings report to House and Senate Transportation Committee Chairs by December 1, 2026
