Amends the Town of Herndon charter to give the town manager authority to appoint and remove all department heads and employees, except for the town manager and town attorney positions

Requires the town council to directly appoint both the town manager and town attorney, who serve at the pleasure of the council

Allows the town manager to reside outside town limits if the council contractually provides otherwise, rather than requiring mandatory town residency

Permits the same person to hold two town offices at the council's discretion, except for the town attorney position

Repeals six existing charter sections related to previous personnel appointment structures, deputy town attorneys, and other administrative provisions
