Establishes Commonwealth policy to prioritize existing linear infrastructure corridors, including utility and highway corridors, over new corridors when siting new electric transmission facilities and high-voltage transmission lines

Prioritization must be consistent with economic and engineering considerations, ensure electric grid reliability, and protect cultural, historical, and environmental resources

Directs the Department of Transportation to convene a work group including the State Corporation Commission and Virginia Utility Coordinating Committee members

Work group must identify opportunities and develop recommendations to amend regulations and permitting processes for siting transmission infrastructure in existing state highway rights-of-way

Requires submission of findings and recommendations to specified House and Senate committees by November 1, 2026
