Requires the Virginia Department of Energy to develop model ordinances by December 1, 2026, for localities to regulate energy storage projects, with updates every three years thereafter.

Model ordinances must include minimum safety standards based on the National Fire Protection Association 855 Standard for stationary energy storage systems and consider characteristics of different storage technologies.

Establishes a work group to advise on model ordinance development, including representatives from state agencies, localities, agricultural and environmental organizations, trade associations, utilities, and storage project engineers.

Amends existing law to require State Corporation Commission approval for energy storage resource facilities, applying the same public interest and environmental review standards currently used for electric generating facilities.

Directs the Department to develop guidance documents for localities on best practices for reviewing energy storage projects and maintain online educational resources for stakeholders.
