Establishes the Substantial Risk Order Training Program within the Department of Criminal Justice Services to train law enforcement and other public institution personnel on implementing Virginia's substantial risk order (red flag) law under § 19.2-152.13

Adds training on proper use and implementation of substantial risk orders to the list of compulsory training standards and model policies that the Department must establish for law-enforcement personnel

Requires the Department to submit an annual report to the Governor and General Assembly by October 1 each year on the Program's administration, including utilization data and recommendations for improvements

Mandates the training cover proper procedures, circumstances for seeking substantial risk orders, and best practices for protecting individuals at substantial risk of personal injury to themselves or others
