Establishes permanent year-round United States Eastern Daylight Time throughout Virginia, eliminating the biannual clock changes between standard and daylight saving time

Amends § 1-253 of the Code of Virginia to require all laws, regulations, contracts, public schools, and state institutions to operate under Eastern Daylight Time at all times

Defines "United States Eastern Daylight Time" as the standard time advanced by one hour, as described in 15 U.S.C. § 261

Delays implementation until Congress enacts an amendment to 15 U.S.C. § 260 or other applicable federal law authorizing states to observe daylight saving time year-round

Includes language ensuring the state law does not conflict with federal law or U.S. Secretary of Transportation orders regarding time zones and interstate commerce
