Directs the State Corporation Commission to convene a work group evaluating electric load flexibility protocols for high electric demand customers, defined as those with average demand greater than 50 megawatts or within utility classifications for high demand

Work group membership includes representatives from state agencies, electric utilities and cooperatives, high demand customers, clean energy associations, environmental and environmental justice groups, and consumer advocates

Requires assessment of demand response program parameters including load reduction percentages, duration and frequency of reduction periods, notification procedures, penalties for noncompliance, and feasibility of energy storage and backup generation technologies

Work group must evaluate options for high demand customers (including data centers) to fund transmission infrastructure upgrades, participate in incentive programs, and make financial investments benefiting neighboring communities and low-income households

Report with recommendations due to the State Corporation Commission and relevant legislative committees by November 1, 2026, with recommendations to be implemented in Commission evaluations and regulations until 2030
