Prohibits Virginia public schools from denying enrollment or excluding children from programs based on the actual or perceived immigration or citizenship status of the child or their parents

Bars schools from collecting immigration status information except where required by law, and prohibits designating immigration status, country of origin, or nationality as "directory information"

Restricts schools from threatening to disclose or actually disclosing immigration status information to law enforcement or immigration agencies, with limited exceptions for federal information-sharing requirements

Requires each public school to develop procedures for reviewing law enforcement requests to enter schools, including verifying judicial warrants and notifying parents before granting access to students for immigration enforcement purposes

Creates a private civil cause of action for violations, allowing aggrieved parties to seek injunctive relief, damages, and attorney's fees, with a two-year statute of limitations

Mandates the Department of Education to develop guidance and training materials by August 1, 2026, with school boards required to implement policies and complete administrator training before the 2026-2027 school year
