Requires concealed handgun permit applicants to demonstrate competence through in-person training, replacing previous allowances for online-only courses from the National Rifle Association or United States Concealed Carry Association.

Mandates that qualifying handgun shooting courses teach three specific components: efficient and responsible use of a concealed handgun for self-defense outside the home, state laws pertaining to handguns, and proper handgun storage techniques.

Applies the same in-person training requirements to both Virginia residents applying through circuit courts and nonresidents applying through the Department of State Police.

Retains multiple alternative pathways to demonstrate competence, including hunter education courses, law enforcement training, military service, organized shooting competition, or previously holding a firearm license.

Contains a delayed implementation clause requiring the 2027 General Assembly to reenact the provisions before they take effect.
