Recodifies Title 30 of the Code of Virginia into a new Title 30.1, reorganizing laws governing the General Assembly, its members, and legislative entities into three subtitles with 16 chapters and sections numbered 30.1-100 through 30.1-1613

Repeals the existing Title 30 (sections 30-1 through 30-453) and replaces it with the restructured Title 30.1, covering member privileges, salaries, conflict of interest rules, legislative commissions, councils, and committees

Establishes that special sessions not adjourned sine die will expire upon commencement of the first regular session following a House of Delegates election (added via House amendment)

Changes terminology from "secretaries" to "legislative assistants" for staff positions supporting General Assembly members (added via House amendment)
