Counties operating under a county manager plan of government may use automatic license plate recognition systems or similar technology to enforce parking ordinances and issue tickets by mail to vehicle owners

County employees must certify violations occurred before tickets are issued, and collected data must be deleted within 2 business days if no violation is found or within 30 business days if no ticket is issued

Information collected is restricted exclusively to parking enforcement purposes and cannot be made public, sold for marketing, or used in court proceedings except for parking violations or by court order

Vehicle owners can rebut the presumption of liability by filing an affidavit identifying the actual driver, testifying under oath, or presenting a police report showing the vehicle was reported stolen

Private vendors may contract with authorized counties for parking enforcement operations, but compensation agreements cannot be based on the number of violations or penalties collected
