Establishes the Virginia Resiliency Grant Program administered by the Department of Emergency Management to assist localities with disaster and emergency recovery costs when federal Stafford Act assistance is unavailable

Provides grants of up to $100,000 to local governing bodies on a first-come, first-served basis, with priority given to localities that did not receive grants in the previous fiscal year

Eligible costs include disaster recovery, mitigation, and planning; related training and equipment; and emergency management operational costs including staffing and administrative support

Allows the Department to establish tiered grant awards for localities experiencing substantial infrastructure damage, housing loss, or repeated emergencies, using localized damage assessments rather than statewide thresholds

Creates the Virginia Resiliency Grant Fund as a special nonreverting fund and authorizes a Virginia Disaster Individual Assistance Program to support households when federal individual assistance is unavailable or insufficient
