Requires publicly owned treatment works (POTWs) to mandate quarterly PFAS discharge monitoring from industrial users including PFAS manufacturers, electroplating facilities, semiconductor plants, paper/packaging manufacturers, textile mills, industrial launderers, airports, and landfills

Industrial users must report monitoring results to the POTW within 30 days of receiving laboratory results, with an initial characterization period of one year

Monitoring may be discontinued if results fall below method detection levels for the first two quarters; if PFAS is detected above detection limits, quarterly monitoring must continue, though frequency may be reduced to annually after two consecutive quarters below detection levels

POTWs must report all PFAS monitoring results received from industrial users to the Department of Environmental Quality on a quarterly basis in a department-specified format

New industrial users must submit initial PFAS monitoring results within 90 days of commencing discharges, using EPA Method 1633 or other approved testing methods
