Adds one voting student representative to the board of visitors at each of Virginia's 16 baccalaureate public institutions of higher education and Richard Bland College, increasing board sizes by one member each.

Student representatives serve a single two-year term (rather than the standard four-year terms for other board members) and are not eligible for reappointment.

Student bodies must submit at least three nominees to the Governor for each student representative vacancy, and the Governor is required to appoint from this nominee list.

Eliminates the existing provision allowing boards to appoint nonvoting, advisory student representatives, replacing it with the new voting student member position.

Amends 16 sections of the Code of Virginia governing individual institution boards, including University of Virginia, Virginia Tech, George Mason University, Virginia Commonwealth University, and Virginia Military Institute.
