Expands the Suffolk City Council from seven members to eight members as established in the city charter

Removes the four-year term requirement for the city clerk position, allowing council to appoint without a fixed term

Exempts the city clerk and city assessor from appointment and removal by the city manager, in addition to the existing exemptions for the departments of law and education

Adds deputy city manager to the list of positions that may be designated as director of one or more departments

Clarifies that department directors report to the city manager, deputy city manager, or assistant city manager, except for law, education, city clerk, and city assessor positions
