Expands the definition of "nutrient credit" for industrial stormwater permit compliance in calendar years 2025 and 2026 to include credits generated by point sources under the Chesapeake Bay Watershed Nutrient Exchange Program

Requires permittees to acquire point source credits by September 1, 2026, for calendar year 2025 compliance or June 1, 2027, for calendar year 2026 compliance

Credits must be generated in the same locality or tributary, with an exception allowing Eastern Coastal Basin permittees to acquire credits from the Potomac and Rappahannock tributaries

Directs the Department of Environmental Quality to prioritize enforcement actions against industrial stormwater permittees that fail to meet nutrient reduction requirements through onsite reductions or credit acquisition

Requires DEQ to convene a work group to evaluate industrial stormwater nutrient compliance and submit recommendations to the General Assembly by November 1, 2026
