Directs the Department of Housing and Community Development to establish a work group in collaboration with the Virginia Housing Development Authority to examine the future of redevelopment and housing authorities in the Commonwealth

Work group will examine repurposing housing authorities to promote housing affordability, effectuate redevelopment, conserve land, and address the diminishing role of federal government support

Membership includes representatives from the Department, Virginia Housing Development Authority, Virginia Municipal League, Virginia Association of Counties, plus at least five citizen members including representatives from a housing authority, residential construction industry, and affordable housing advocacy organization

Work group must meet at least six times before September 30, 2027, with all meetings open to the public

Report due to the Governor and legislative committee chairs by September 30, 2027, must include assessment of funding resources, barriers to meeting housing needs, policy recommendations, and a budget plan with timeline for future funding needs
