Requires the State Council of Higher Education for Virginia (SCHEV) to annually report on student enrollment at each public institution of higher education in the Commonwealth

Enrollment data must be broken down by Virginia students, non-Virginia students, and international students

Reports must be submitted to the Chairs of the House Committee on Education and the Senate Committee on Education and Health

Annual reporting deadline is February 1 of each year
