Establishes state reimbursement for schools providing free breakfast, calculated as the difference between the USDA payment and the federal free meal reimbursement rate, with a maximum of one reimbursable breakfast per student per school day

Prohibits the use of nongovernmental third-party debt collectors to collect on school meal debts

Repeals existing § 22.1-207.3 of the Code of Virginia and ensures the provision does not create financial disincentives for schools participating in the federal Community Eligibility Provision program
