Prohibits Virginia colleges and universities from disclosing enrolled student-athletes' biometric data to any outside individual or entity without the student-athlete's prior written consent

Defines biometric data broadly to include DNA, fingerprints, facial imagery, iris and retina scans, voice recordings, gait patterns, keystroke patterns, and sleep, health, or exercise data containing identifying information

Bars any individual or entity from requiring possession, use, or ownership of a student-athlete's biometric data as a condition of name, image, or likeness (NIL) contracts without separate written consent

Adds new section 23.1-408.2 to the Code of Virginia establishing these protections for college student-athletes
