Establishes new voter registration list maintenance procedures requiring the Department of Elections to conduct regular record matching with state and federal databases to verify voter eligibility and identify registrants who may have moved, died, or become ineligible.

Creates standardized cancellation procedures for voter registrations, including specific requirements for the number and type of database matches needed before a registration can be cancelled and mandating written notice to affected voters.

Adds a new Article 2.1 to Chapter 4 of Title 24.2 establishing data standards and identification information requirements for voter registration records to improve accuracy and facilitate cross-system matching.

Authorizes the State Board of Elections and local electoral boards to hold closed meetings to discuss voting security matters made confidential under the updated code section 24.2-407.2.

Repeals several existing voter registration provisions (§§ 24.2-404.3, 24.2-404.4, 24.2-410.2, 24.2-428, 24.2-428.1, and 24.2-428.2) and replaces them with the new consolidated list maintenance framework.
