Establishes a voluntary no-buy program through the Virginia Alcoholic Beverage Control Board allowing individuals to voluntarily ban themselves from purchasing alcohol for periods of two years, five years, or lifetime

Participants may petition for removal from the program after a seven-day waiting period

Courts may order placement on the excluded persons list as a condition of probation, suspended sentence, or upon conviction of DUI-related offenses including involuntary manslaughter, maiming, or driving/boating while intoxicated

Participant information remains confidential and exempt from Freedom of Information Act disclosure, with the list shared only with authorized alcohol sellers, law enforcement, and parties deemed necessary for enforcement

Grants civil liability protection to those who rely in good faith on the excluded persons list, and requires the Board to cease direct marketing to program participants
