Proposes a constitutional amendment adding Section 11-A to Virginia's Bill of Rights, establishing a fundamental right to reproductive freedom including prenatal care, childbirth, contraception, abortion care, miscarriage management, and fertility care

Requires any government restriction on reproductive freedom to be justified by a compelling state interest and achieved through the least restrictive means

Permits state regulation of abortion in the third trimester, but prohibits banning abortions when a physician determines it is medically necessary for the pregnant individual's life or health, or when the fetus is not viable

Prohibits prosecution or adverse action against individuals for their own pregnancy outcomes (including miscarriage, stillbirth, or abortion) or against anyone who aids another person exercising their reproductive rights with consent

Passed the House of Delegates on January 14, 2026 and the Senate on January 16, 2026, representing the second required legislative approval before the amendment goes to voters
