Virginia Estelle Phillips Bell of Mecklenburg County died on November 13, 2025, at age 111, making her the oldest known living person in Virginia and the 62nd oldest in the United States at the time of her 111th birthday

Born January 29, 1914, she witnessed major 20th century events including both World Wars, the Great Depression, the civil rights movement, and the Moon landing

She and her late husband Henry raised four children on their family tobacco farm, where she was known for her gardening, cooking (especially coconut pies and fried chicken), and generosity to the North View community

A lifelong member of North View Baptist Church, she remained spiritually active even after moving to assisted living at age 100

The resolution directs the Clerk of the House of Delegates to present a copy to her family as an expression of the General Assembly's respect
