Continues the Joint Subcommittee on Recurrent Flooding for one additional year beyond the 2026 interim, extending its work through November 30, 2027

Establishes a 13-member subcommittee including legislators and nonlegislative members representing business, environmental, urban stormwater, rural riverine, and coastal flooding interests

Expands the subcommittee's focus to include riverine flooding and stormwater flooding in addition to coastal flooding concerns

Limits the subcommittee to four meetings during the 2027 interim with direct costs capped at $17,440 without additional approval

Requires submission of an executive summary of findings and recommendations by the first day of the 2028 Regular Session of the General Assembly
