Lieutenant Colonel Richard Thomas Bulova, USAR, died on December 29, 2025, and this resolution honors his life and service to the Fairfax County community

Earned a bachelor's degree in physics from Syracuse University in 1962, served during the Vietnam War, and worked as a project engineer for the U.S. Department of the Army developing night vision and countersurveillance technology before retiring as a GS-14 in 1994

Contributed extensively to his community as a teacher's aide, youth catechist, election officer, ombudsman at an assisted living home, and marriage celebrant who performed hundreds of weddings in Northern Virginia

Active member of the Knights of Columbus, Elks Lodge, Izaak Walton League of America, and American Legion

Was married to Sharon Bulova (former Fairfax County Board of Supervisors member) and is the father of David L. Bulova (Secretary of Natural and Historic Resources) and father-in-law of Delegate Gretchen Bulova
