Requires JLARC to estimate current regulatory compliance costs for Virginia manufacturers and explain how they differ from 2016 findings, when costs ranged from $942 million to $4.84 billion

Mandates comparison of regulatory compliance costs across industry sectors in Virginia and with manufacturers in other Mid-Atlantic and Southern states

Requires evaluation of whether Virginia regulations expand upon federal requirements and review of state agency actions since 2016 that increased or decreased compliance costs

Study completion deadlines are November 30, 2026, for year one and November 30, 2027, for year two, with executive summaries due at the start of each subsequent General Assembly session
