Ann Cantey Payne, a Richmond businesswoman and community volunteer, died on April 7, 2025, and was married to her husband Bob for 60 years

Overcame early tragedy when her parents died in a plane crash during her first year at Randolph-Macon Women's College; was raised by foster parents H.E. and Caroline Steele

Co-founded the specialty fabric store Cut It Out (later Creations) in 1983 with partner Micki Stout, operating until retirement in 2000

Volunteered extensively in Richmond through the Junior League, Virginia Home for Boys and Girls, All Saints Episcopal Church youth group, and as a mentor at Fairfield Court Elementary School

The General Assembly directs the Clerk of the House of Delegates to present a copy of this resolution to her family in her memory
