Notes his educational achievements including degrees from Virginia Theological Seminary, Virginia Union University, and New Hope Bible College and Seminary, as well as his U.S. Army service

Acknowledges his community involvement, his retirement worship at Third Street Bethel A.M.E. Church in Richmond, and his surviving family including his wife of 69 years, Marylene, and six children

Directs the Clerk of the House of Delegates to present a copy of this resolution to his family as an expression of the General Assembly's respect
