Served as staff director of the House Committee on the Budget under Chairman Leon Panetta, then followed Panetta to the Office of Management and Budget and the White House

Held positions as Assistant Secretary of Legislative Affairs at the Department of Energy and staff director of the Senate Finance Committee

Survived the 2001 anthrax attacks directed at members of Congress and returned to the Senate Finance Committee as a senior advisor

Taught as an adjunct professor at George Washington University Graduate School of Political Management and is survived by his wife of 34 years, Martha, and daughter Sarah
