Commends Meredith Farrar-Owens on her retirement as director of the Virginia Criminal Sentencing Commission after 35 years of service, effective August 31, 2025

Recognizes her role in developing, implementing, and administering discretionary felony sentencing guidelines used in circuit courts throughout Virginia

Acknowledges her oversight of research into criminal justice issues including offender risk assessment, recidivism, and probation violations, as well as education through training courses and publications

Notes her service as past president of the National Association of Sentencing Commissions and her receipt of the Richard P. Kern Memorial Award for exceptional contributions to sentencing policy and research

Directs the Clerk of the House of Delegates to prepare a copy of the resolution for presentation to Farrar-Owens
