Limits bill introductions to five bills/joint resolutions per member after the prefiling deadline, with final introduction deadline of 3:00 p.m. on January 23, 2026.

Sets Budget Bill committee completion deadline for February 22, 2026, with conference reports due as soon as practicable and a 48-hour review period before consideration.

Provides for legislative reconvention on April 22, 2026, to consider gubernatorial vetoes and amendments, and requires interim committee work to conclude by November 30, 2026.
