Requires analysis of financial impacts on localities, different approaches to ending the tax (such as removing the reimbursement cap or limiting local tax rates), and alternative revenue streams to replace lost local funds

Directs review of local taxation systems in states without car taxes to assess feasibility for Virginia implementation

Mandates input from the Virginia Association of Counties and Virginia Municipal League during the study

Report and recommendations due to the Governor and General Assembly by the first day of the 2027 Regular Session, with study meetings completed by November 30, 2026
