Directs the Joint Legislative Audit and Review Commission (JLARC) to study Virginia's entitlement programs to identify deficiencies and vulnerabilities that may allow for waste, fraud, and abuse

Programs subject to review include, at minimum, Medicaid, the Supplemental Nutritional Assistance Program (SNAP), and Temporary Assistance for Needy Families (TANF)

JLARC must examine past and current evidence of waste, evaluate eligibility verification and payment accuracy processes, and review training and accountability mechanisms for program personnel

Department of Medical Assistance Services and Department of Social Services shall provide technical assistance, with all Commonwealth agencies required to assist upon request

JLARC must complete meetings by November 30, 2027, and submit an executive summary of findings and recommendations by the first day of the 2028 Regular Session
