Designates May 21 as Eliza Kortright Monroe Hay Day in Virginia beginning in 2026 and each succeeding year

Honors Eliza Monroe Hay, firstborn daughter of President James Monroe, who was born in King George County in December 1786 and assisted with White House duties during her father's presidency due to her mother's declining health

Recognizes the successful repatriation of her remains from Paris to the United States on May 21, 2025, after she died destitute in France in 1840 and was buried in an unmarked grave

Acknowledges the Bringing Eliza Home Project, established in 2023, which coordinated her reinterment with her family at Hollywood Cemetery in Richmond on October 23, 2025

Directs the Clerk of the House of Delegates to notify the Bringing Eliza Home Project and post the designation on the General Assembly's website
