Requests the Commission on Local Government to study whether all Virginia cities and towns should have authority to require land dedication for sidewalk, curb, and gutter improvements during property division or development

Currently only towns in the Northern Virginia Transportation District have this authority, granted by the General Assembly in 2014

Study must evaluate societal impacts (pedestrian safety, accessibility), economic impacts (cost savings, property values, business accessibility), and environmental impacts of expanding this authority statewide

Commission must assess whether requiring land dedication would discourage property developers or buyers from investing in communities due to passed-on costs

Report with findings and recommendations due by the first day of the 2027 Regular Session, with study meetings completed by November 30, 2026
