Recognizes his 21 years of military service in the United States Army Reserve, achieving the rank of colonel, along with his education at Virginia Military Institute and University of Richmond School of Law

Notes he was elected 11 consecutive times and was the longest-serving active Commonwealth's attorney and second longest-serving chief prosecutor in Virginia history at retirement

Acknowledges his leadership in the Virginia Association of Commonwealth's Attorneys as president and his role in creating the Commonwealth's Attorneys Training Fund

Directs the Clerk of the House of Delegates to prepare a copy of the resolution for presentation to Colonel Caldwell
