The Highland County Fair Association was officially incorporated in 1960, with six owner clubs including Ruritan clubs and the Monterey Lions Club

The fair moved to a permanent location in 1965 after organizers partnered with Highland County Public Schools to acquire land

Directs the Clerk of the House of Delegates to present a copy of the resolution to the Highland County Fair Association
