Joseph A. Buggs, a dedicated educator and coach from the Hampton Roads community, died on December 26, 2025, and is honored by the Virginia House of Delegates

Earned All-State honors in football, basketball, baseball, and track and field at Huntington High School (1956) and lettered in all four sports at Elizabeth City State University before earning degrees in education (1961) and physical education (1976)

Served as an educator and coach at Smithfield High School, Hampton University, North Carolina A&T State University, and Huntington High School throughout his career

Inducted into five halls of fame, including Elizabeth City State University (1984), Newport News Track and Field (1987), Hampton Roads African American Sports (2008), and Virginia Interscholastic Association (2016)

Active community member through Omega Psi Phi Fraternity, NAACP, and over 55 years of service at Union Baptist Church in Newport News
