Dennis P. Gallagher (December 1, 1946 – August 7, 2025) served as president and CEO of the Virginia Beer Wholesalers Association for 33 years from 1983 until his retirement in 2016

Career in Virginia government included positions with the Department of Corrections starting in 1971 and as administrative assistant to three Virginia Attorneys General beginning in 1976

Instrumental in developing Virginia's alcohol regulatory framework, including the Beer Franchise Act, the 1993 codification of the Alcoholic Beverage Control Act, and creation of the Virginia Alcoholic Beverage Control Authority in 2015

Served on multiple state boards including the Virginia State Bar Disciplinary Board, Virginia Litter and Recycling Board, and Virginia State Selective Service Board

Resolution directs the Clerk of the House of Delegates to present a copy to his family as an expression of respect for his memory
