Michael R. Frey, who died February 16, 2026, served as the inaugural Sully District supervisor on the Fairfax County Board of Supervisors from 1991 to 2015, holding office for six consecutive terms

Originally from Wilkes-Barre, Pennsylvania, Frey moved to Northern Virginia in 1978 and worked as an intern and staff member for Fairfax County Board of Supervisors members before his election

Frey served on numerous regional bodies including the National Capital Region Transportation Planning Board, Metropolitan Washington Council of Governments Development Policy Committee, and the Committee on Noise Abatement at National and Dulles Airports

A lifelong animal welfare advocate, Frey helped renovate the Fairfax County Animal Shelter on West Ox Road, which was renamed in his honor, and supported construction of the Lorton shelter

The resolution directs the Clerk of the House of Delegates to present a copy to Frey's family as an expression of respect for his memory
