Recognizes HRCAP as a nonprofit community action agency serving Southeastern Virginia for over 50 years through education, training, housing counseling, and emergency services programs

The 2026 ceremony theme is "Purpose in Action — Using Your Gifts to Uplift Others and Bridge the Gap"

Directs the Clerk of the House of Delegates to prepare copies of the resolution for presentation to the honorees
