William E. Harrell is commended upon his retirement as president and CEO of Hampton Roads Transit after 14 years of leadership (2012-2026)

Harrell oversaw a $150 million budget, 1,050 employees, more than 270 buses and trolleys serving 62 routes, four ferries, and nine rail cars on Virginia's only light rail system

Key accomplishments include securing funding for the 757 Express bus network with 15-minute service frequencies and launching Base Express, a free shuttle service for Naval Station Norfolk workers

Prior to Hampton Roads Transit, Harrell served as city manager of Chesapeake and held other local government leadership positions

Harrell was recognized by Virginia Business magazine as one of the top Black Business Leaders in the Commonwealth
